Putting An End To All Animal Abuse

Animal abusers are five times more likely to conduct violent crime. Animal cruelty, like many other types of abuse, is motivated by a desire for power and control over a defenseless victim. We protect animals and may expose and maybe prevent similar crimes by taking action against animal cruelty.

In the Philippine, The Philippine Animal Welfare Society (PAWS) has monitored the slaughters around 10.2 land based animals per person or years, which is slightly higher than the global average of 9.7. The Paws filed charges against five Manila City Pound officials for alleged animal cruelty.

Torturing any animal, failing to provide adequate care, sustenance, or shelter, or maltreating any animal, or subjecting any dog or horse to dogfights or horsefights, killing or causing or procuring to be tortured or deprived of adequate care, sustenance, or shelter, or maltreating or using the same in research or experiments not expressly authorized by the Committee on Animal Welfare.

Animal cruelty is defined as intentionally causing harm, hurting, or  killing an animal.  Cruelty can be purposeful, such  as kicking, burning, stabbing,  beating, or shooting, or it can be neglect, such as denying an animal of water,  shelter, food,  and vital medical treatment.

Dogs, cats, horses, and livestock  are the most commonly reported animals abused. Animal mistreatment is rampant  in the factory farm sector, according to  undercover investigations. However,  because to the inadequate protections  provided  for cattle under state cruelty  laws, only the most heinous crimes are reported, and few are ever convicted.

Animals are targeted by persons who abuse their children or spouses, according to data on  domestic violence and child  abuse cases.

◾In the U.S there are approximately 70 million pet dogs and 74.1 million pet cats. Where 20 men and women are assaulted per minute (an average of around 10 million a year).

◾In one survey, 71 percent of domestic violence victims reported that their abuser also targeted pets.

◾In one study of families under investigation for suspected child abuse, researchers found that pet abuse had occurred in 88 percent of the families under supervision for physical abuse of their children.

The Humane Society Legislative Fund  backed the Pets and  Women’s Safety (PAWS) Act,  which was introduced  in  Congress in 2015 as H.R. 1258  and S.B. 1559, and enacted as  part of the farm bill passed by  Congress and signed by PresidentTrump  in 2018. When fully enacted, The PAWS Act will assistvictims of domestic abuse in  escaping their abusers while  also ensuring the safety of  their companion animals many  victims remain in violent  families for fear of their dogs’  safety.

We have The RA 8485 where it is an act to protect and promote the welfare of all animals in the Philippines by overseeing and regulating the creation and operation of all facilities used for breeding, maintaining, retaining, treating, or training of all animals as objects of commerce or as family pets. This Act also has a connection to RA 10631.

Animal Cruelty Laws range  from broad prohibitions against  inflicting needless pain on  animals to detailed listings of  particular criminal acts. These  laws usually ban one or more of  the following types of abuse below:

• Unnecessarily or cruelly hurting, beating, or murdering an animal.

• Leaving pets in cars in hazardous situations (often when it’s too hot or cold).

•Killing, injuring, or poisoning another person’s animal without legal authority or the owner’s consent.

Anyone who owns or cares for a pet or  other animal may be  charged with a criminal for failing to provide appropriate  food, water, and shelter to the  creature. Especially If it is involve with harassment or any physical abuse.
